Does sharepoint have a forum template that will also allow for points to be awarded for discussion threads?

Does anyone have any links or download sites that have a free Sharepoint Safety Template or Health, Safety and Environment Template? I've done search after search and can't find anything. I'm not talking about the safety of the software or the program, I'm talking about Workplace Safety, as in OSHA-related Safety.

In what directory are Sharepoint Site Templates kept?

I recently downloaded Microsoft Office Sharepoint Designer 2007. But when I opened it and clicked on New, there was no template under any category. I don't know where to get them from as I want to create my personal website. Microsoft online is providing with commercial templates only. Usually personal templates are installed with the software. Please help me out with this issue...
